LEATHERWOOD POA BOARD MEETING MINUTES 12/11/04

COMMENTS....
Gene, Jim, and Mary Anne Robinson spoke about status
Mountain View Riding Stables….asked for pros and cons
concerning their business….board has no
position….discussed trails.
Keith Johnston gave an overview of the property he owns
which is adjacent to Leatherwood (Joetown) and asked
that access be granted to his hunters through
Leatherwood which was granted. It was also discussed the
use of gates through Joetown as fire exit gates and keys
to same (no change in key distribution). Gates will be
unlocked in the event of a fire being spotted. Phil Rash
is willing to work on Fire Exit Maps and have ready by
annual meeting.
Phil Rash announced that land sales are good, new trails
have been opened, and Dick Johnston is to open new
phases of lot development soon.
CONTRACTS AND AGREEMENTS……
a. Culverts…Gary Gibson to proceed with that work….Rex
to do stone work.
b. Snow removal…..Tractors ready….chains and
tires….First responders in order are: Bill Ivey, Hugh
Hanchey, and Larry or Bryan Parker as back-ups.
c. Signs…several new road signs have been installed and
prices of other new signs discussed.
d. Value of unused equipment to be obtained and some may
be liquidated including sweeper, bar mower, and blower.
SECURITY/GATES
$6700. Left in budget (Dec 1st.)
Current system not effective…guards sleeping on duty
New and improved cameras are up and running
Dianne Ertel commented about the security plan presented
by the POA board which recommended the use of armed
Sheriff Deputies and asked why it was not implemented.
Phil said it was a matter of the cost and that Phil &
Phil had the final say in the matter.
It was recommended to move the guards post back near the
entrance to the meadow and have him make a cruise around
the barns frequently.
BUDGET
Per Russ…increase of $200 per house and $100 per lot for
90 houses equals about $27,000. This year we had $70,000
for road repairs. We established a contingency fund of
$7,000. Now do we want to increase our dues for future
repaving of roads and contingency and for short term
unknown problems….meeting for board on Feb 5, 10:30 AM
in Restaurant to establish the 2005 proposed budget for
membership approval at the Annual Meeting on 19 February
at 3 PM at the South Barn followed by a meal.
ROADS AND SECURITY
Russ….A land survey should (will) be performed before
any future road movement.
We are looking into a card system for the main gate.
Abbie is to talk to Sheriff for security within the gate
and outside the gate. The existing security guards may
be moved to Welcome Center area. The main gate, near the
Welcome Center is to stay open 7AM to 5PM.
Discussed the use of road salt and for it to be put in
plastic barrels beside the road at places where ice
forms often. Phil Rash and Phil Whitson own a fertilizer
spreader that may be used on the POA’s tractor to spread
salt. Salt cost is $90.00 per ton. We need a dry place
to store it. We may try to buy this rock salt in bags
and store those bags in the tractor barn.
ENTERTAINMENT
Diane spent $500 for July 4th and Fun Day. The POA had
great turnout. Vendors for Fun Day rented 12 spaces @
$15 for each space. The POA purchased 15 picnic tables
with Phil Rash and Phil Whitson. If the purchase option
owned by Phil and Phil is not picked up the picnic
tables become the sole property of the POA.
It is planned for the first Thursday of each month at
the Saddlebrook Restaurant to be for the celebration of
birthdays, anniversaries, birth announcements, and other
items of celebration of self disclosure. All will enjoy
a dinner at the restaurant. This is not a POA function
but one that is supported by the POA.
Big Valentine Dance to be held February 12th….Hack
Bartley and Shuffle are expected to play as well as the
Turkey Spurs. This Party is put on by Phil Rash, Phil
Whitson, and David Bridgers at the South Barn. [We would
like for ALL to join the fun!!!]
ANNUAL MEETING FEB. 19 SOUTH BARN 3PM. The POA is
providing a dinner for POA members. There is no
additional cost for this meal to the members. At this
time the POA is planning to ask Kevin Bounds, County
Fire Marshall, and Dane Mastin, County Sheriff, to join
our meeting. There may be other invited guests talking
about road opportunities and similar items. Please plan
on joining us.
