9 October 2004 Board Minutes – Saddlebrook Restaurant

CALL MEETING TO ORDER - Russ
COMMENTS FROM THE DEVELOPER- Dick Johnston addressed the
board about current and future tract development. He
told us a new section off West Ridge called Golden Eagle
has about four tracts available for sale. Another new
section is being developed going up the mountains at
Keys Cabin. This will be called “Arrowhead,” and has
about 600 acres containing around 100 tracts (when fully
developed), some as large as 10, 20, and 30 acres.
BEYOND THE GATE - Phil Rash and Phil Whitson
Phil W. reported that real estate sales are going well,
rentals appear up.
CONTRACTS AND AGREEMENTS – Russ
Summer Mowing – We have completed that for the season.
The culvert repair continues as a concern. We may not
have that work started until February or March. The snow
plowing will be similar to that last year. A local POA
member, Bill Ivey, has been helping out with a lot of
the work that needs to be done along the roads, tree
removal, weed eating, etc. Occasionally there is a need
for some tractor work on some of the driveways. Bill
will help us with this as well. The POA member rate is
$30/hour from tractor shed to tractor shed in one hour
increments.
SECURITY AND GATE – Chuck and Diane
New gates will be installed at two of the three main
entrances into Leatherwood from Elk Creek–Darby Road
within the next week or so. (This is now complete.)
Abbie continues working to secure additional security to
ensure that there is additional personnel during the 5
PM to 8 AM hours. The details of those decisions rest
with Leatherwood Rentals, Inc. The intent is to have
some “accountability process” for people who may not
have the need to be on the premises. (We expect that the
“center” of the three entrances, the one going past the
tack shop will be the entranced used when the process is
completed. This permits better control of ingress and
egress.) If you need another car display sticker please
contact the Welcome Center, 336-973-4142, and request
one or two which can be mailed to you or you can pick
them up when you visit. Hopefully, this decal will
assist the security personnel. Renters will continue the
use of the hang tag. There was discussion on remote gate
openers being reprogrammed. No one has any information
of this having ever been done. Details and decisions
will be discussed at the Annual Meeting in February.
ENTERTAINMENT COMMITTEE – Diane
Diane reviewed the success of our past events and
reported that plans are complete for the Fun Festival on
23 October at 10 AM. There will be a horse show, dog
show, entertainment, food, craft vendors, children’s
games, and a carriage ride. Events for November include
a wine tasting on 11 November and a 2-day ranch roping
clinic and Contra Barn Dance on 20 November.
TENNIS COURTS, PLAYGROUND, AND POOL -- John reports that
the tennis court lighting project continues to move
forward. The pool has been closed. We need to repair or
replace the teepee’s covering.
ROADS – Delaine, Chuck, Russ
Delaine, Chuck, and Russ reported that the heavy rains
in September have caused a slide near “Moonshadow” and
this needed immediate attention. (The earthwork has been
completed and the paving should be completed in the next
several weeks.) Another slide about ½ miles further up
Elk Ridge Road needs attention. (That work is being done
as this is being mailed to you.) Chuck will contact FEMA
to determine if Leatherwood POA would qualify for a FEMA
loan. Delaine reported that the curbing completed near
Buckaroo Road appeared to do exactly what we wanted done
during these heavy rains. Some signs have been replaced
and others will be replaced as needed. We have several
proposals to present to the general membership regarding
road maintenance. Chuck told the board that we need a
contingency fund for road repairs. (We have $7,000 right
now.) If the membership agrees this may require an
increase in the annual POA dues. Also, we may try to
place some “salt” near areas known to accumulate
ice/snow in case someone needs to get to their property
before or after the roads have been plowed.
NEW CONSTRUCTIONS – Russ
We have received payment for six new homes so far this
year. Please remember to review your covenants when
developing your building plans. Your compliance with the
covenants makes the ARC’s approval process go so much
more quickly.
