22 May 2004 Board Minutes – Elk Creek Inn Restaurant

Call Meeting to Order Russ
1. Discussion on covenants – when to give them to
property owners, who is responsible, how to monitor
compliance during building. A letter is to be mailed
from the POA to the property owner upon notification
from the developer and the ARC. [Also, a copy of the
covenants should be provided to the buyer at closing by
their attorney.]
2. Job sites must have and use dumpsters. The intent is
to secure trash preventing an unsightly area.
3. The replacement of one culvert has been agreed upon
by Phil Rash and Phil Whitson and the POA. Hugh Hanchey
is expected to have the job done before the pavers leave
Leatherwood after this year’s road repairs.
4. Mowing of the meadow has begun as has the mowing of
the road’s edges. We expect to mow the meadow and road’s
edges about every 3 weeks, depending on the rain.
5. The pool opened on Friday 28 May for the season with
an expected closing date of Labor Day. The pool is for
the use of the property owners and renters.
6. Outside the gate -- Phil Rash reports that the new
barn now has a cement floor and that some windows will
be cut into it providing additional ventilation. Upon
its completion, this facility will be available for
weddings, large groups, and other activities.
Security -- The POA is paying ½ of the security guard’s
cost. Additional cameras have been placed on the barns
to monitor ingress and egress from Leatherwood. Two
gates will be added to assist in the continuing effort
to maintain a secure environment.
7. Tennis Courts lighting will be upgraded to provide
additional illumination for tennis players. Timers will
also be added to assist in lights being shut off if no
one is playing tennis.
8. Most of the dues payments have arrived. The second
letter has been sent to remind members of the payment
requirements. For those who have not responded to this
letter we will have an attorney mail a letter of
reminder of the dues payment.
9. Roads – Consultant spent about 4 hours riding the
roads with Jim Despain and Larry Parker. We expect to
have a reply with suggestions in a few weeks. The
consultant suggests that a comprehensive road plan be
developed and then linked to budget requirements to meet
those needs. It was advised that we have the roads meet
a certain standard before the POA takes over the roads
thereby enabling a uniform repair plan. Very general
terms indicate that we need the roads to have additional
compaction before paving and that some existing roads
have additional curbing to control runoff.
10. Keys Cabin – It has good floor structure, the back
side of the cabin is rotting and the chimney has moved
about 5” from the cabin. (We hope to have a complete
review for the annual POA meeting.)
11. Social Committee -- 29 May Memorial Day Celebration
